Here is an article from the Czech Chamber of Architects
In the first reading, the Chamber of Deputies approved the disputed draft of the new Building Act, in the form submitted by the Ministry of Regional Development. Although this proposal faces criticism from many sides, was moved on to further discussion. The opposition failed to demand that the bill be returned to the government for revision. This happened at an extraordinary meeting on 5 November 2020, when, as a result of stricter hygienic measures, there was a reduced staff of 101 to 103 deputies in the Chamber of Deputies instead of the full number of 200 members.
The bill will now be considered by parliamentary committees, extending the period to 100 days instead of the normal 60 days. The bill for the second reading will probably be sent to the plenary for a second reading during February 2021, and probably not until the agenda of the parliamentary meeting until March 2021. The question is in what the wording is. According to Minister Dostálová, the Ministry of Regional Development is preparing a comprehensive amendment proposal. However, its content is not known.
